You are an action officer on the staff of the Undersecretary
of Defense for Policy who is involved in deliberations concerning the
development of the Defense Planning Guidance (DPG) for the FY23-27 POM
cycle. Your direct boss, a DASD within USD(P), asks you to identify the critical resourcing priorities for the Service that you represent to better align that Service’s programs and activities with the NDS. Use the Strategic Choices Framework (SCF) to frame your paper and provide your thoughts on how your Service should adjust prioritization and resources across Force Structure, Modernization and Readiness accounts. Your response should include two or three specific macro-level mission areas, capabilities and/or activities (i.e. SOF, undersea unmanned platforms, global force posture, funding for training, cyber forces etc.) that you believe to be the most critical for your Service’s near, mid, and/or longterm success. The paper should advance a strategic rationale for why these capabilities or activities are central to the NDS, use the SCF to provide recommendations for offsets in the event the fiscal environment forces strategic choices, and address both challenges (i.e. structural factors) and risk.
d. Context. Write the paper to convince a senior decision-maker to take your
recommended action(s) regarding this strategic defense management issue. The focus of this writing requirement is to include just enough information and analysis to provide the reader with a balanced discussion of the issue while also demonstrating the correctness of the paper’s position. Assume the senior leader has sufficient background information to understand the basic tenets of the issue.
